In the fantastic year of 1976 Israel had some major events occur...
The Security Council had been meeting periodically throughout June 1976 to discuss a proposed
resolution that called for Palestinian self-determination and the return of "homes and property."
The resolution was presented by Guyana, Pakistan, Panama and Tanzania. The Council met to discuss
a report prepared by the last General Assembly for discussion in the Security Council on
Palestinian rights. The report called for return of Palestinians to their homes, for Israeli
withdrawal from all occupied territories within a year and the return of the territory to the PLO
which would then create an independent state. The draft resolution was vetoed by the U.S. because
it was "totally devoid of balance."
In East Jerusalem and on the West Bank, the IDF, the Border Police and the Israel Police were
called out to restore order and to quell the demonstrations and disturbances. These events were
the subject of a Security Council discussion in which Ambassador Scranton of the U.S. reiterated
his government's position on the Israeli settlements. The U.S. felt that continued settlement
represented "an obstacle to the success of negotiations for a just and final peace between Israel
and its neighbours."
That's 1976... doesn't it seem that things just never change?
