In fact, if you view this website in Lynx, a text-only browser (no images, no colours, no nothing), you will be able to navigate it and find your vitally needed information just as easily as with the latest version of Internet Explorer.

However, some browsers/Internet devices comply with web standards more than others and will display this page more prettily than others.
